Bug Description
Initially, I had third party packages. I purged them, removed /etc/apt/
Occasionally, I got errors about a 0xA0 Unicode decode error, which I eventually tracked to a completely messed up /var/lib/

Well... I wish I'd known where to look before removing everything from my system. Submitting this bug report allowed me to see VarLogDistupgra deMainlog. txt which contained this choice tidbit.

Manually removing postgresql- plperl- 9.3 appears to be allowing the release upgrade to proceed.
