Can't configure telepathy/IM accounts in Plasma 5 (system settings module missing)

Bug Description

Although the package kde-config-telepathy-accounts is installed, the configuration module to configure IM accounts isn't shown in the system settings. I upgraded to Plasma 5.1. Running ksystemsettings on the terminal doesn't yield any special debug output.

This is now configured by right-clicking the IM icon in your task tray and selecting 'Instant Messaging Settings' the first time it appears (it appears twice in the list, one configures the presence icon.) Took me a while to find that too, but this is likely as intended and not a bug.

I have some information that may help. I'm having the same or similar problem in Arch Linux, so this is probably an upstream issue from here.

If I go to Kickoff->Applications->Settings->System Settings, the KCM is missing for me as well. Additionally, the IM Presence widget that I had in my panel has disappeared, and I cannot find it under "Add Widgets".

Finally, when I go to Kickoff->Applications->Internet->IM Contacts to open the contact window manually, then go to [wrench]->Instant Messaging Settings, I get a dialog stating, "It appears you do not have the IM Accounts control module installed. Please install kaccounts-integration package." However, that package is installed (See packagelist.txt).

Again, I'm running Arch Linux, not Ubuntu or it's derivatives; which may suggest this is an upstream bug. André Stein, can you check if you're having these additional issues as well? If so, we may want re-post this bug report at the upstream bug trackers.

I tried etriaph's suggestions and I am able to configure the IM settings. That wasn't working the time I submitted this bug report.
@kd0bpv According to that information I would say this is fixed upstream and in you case it seems like a packaging bug. I'm using Kubuntu 15.04 with Plasma 5.2.

This is the only way I was successful, running Plasma 5.3 via the backports (http://ppa.launchpad.net/kubuntu-ppa/backports/ubuntu vivid main):

1. Kickoff -> Applications -> Internet -> IM Client (Empathy) and initialize the application
2. Kickoff -> Applications -> Internet -> IM Contacts -> Instant Messaging Settings (In TR corner under status selection) -> Create Account
