cfn-hup does not run hooks

Hi!

I was testing this template "./cfn/F17/WordPress_Single_Instance_With_HA.template" and notice that, if the monitored service is not running, the instance is not deleted and recreated with HARestart.

Version: heat-cfntools.noarch 1.2.6-4.el6 @epel

I also noticed the problem on the code:

You are returning before running the hooks.

Should be easy to fix!
