OpenStack-dashboard consoleauth cannot validate token in HA environments

Bug Description

By default nova-consoleauth grabs the tokens from memory to validate them, so in HA environments if the unit that is serving the request is different from the unit that stored the token a authentication error is returned to the client.

nova-cloud-controller should be able to configure nova.conf to use memcache when the relation is available.
