events for instance scheduling cannot be handled to samples

Bug Description

Previously, the event for instance scheduling is "scheduler.run_instance.scheduled", but now, Nova has change the process of scheduling, the event of scheduling emitted scheduler is "scheduler.select_destinations.start" and "scheduler.select_destinations.end". this change has broken the get_sample method of "ceilometer.compute.notifications.instance.InstanceScheduled"

as this type of notification don't converted to samples as default now, so can this bug be changed to "won't Fix" ?
