Bug Description
Currently with my mouse settings, when changing an effect dialogs slider by mouse wheel, then it changes by 2 steps.
I wish the effect dialogs slider should only change by one step if changed by mouse wheel.

I tried this using Pinta 1.5 on Ubuntu 14.04 and it really changes by 2 steps. I don't know if this is a bug or works as intended. I see no point of having 2 steps, so I guess it could also be 1 step.
