bluetooth indicator has no option to enable file sharing

Bug Description

if you go to bluetooth settings via the bluetooth-indicator, you can pair with other devices such as phones, but there is no option to enable file sharing. When attempting to send a file with a paired device it silently fails. There is no prompt to confirm the file transfer.

As it turns out you have to enable bluetooth filesharing in a separate menu "Personal file sharing", wich is only available via the Dash. There you have the option to recieve files. This is totally not obvious and there should atleast be a link from the bluetooth indicator to this menu.

This is on Ubuntu 14.04 LTS on two different laptops I have tried.
