Bug Description
Cells capacity calculation seems to assume one compute_node per nova-compute service. It calculates capacity data by service name, overwriting the value for each compute_node. This results in the cell only showing capacity for one compute_host for each nova-compute service in the cell.
Observed running Ironic, where there are many compute_hosts in a nova-compute service.
