Bug Description
Steps to reproduce:
1. Write a simple definition (choose from workbook, workflow, action, trigger)
2. Disable auth in mistral conf
3. Disable auth in client (use option --os-auth-url '' for disabling passing auth info in client)
4. Try to create entity.
5. Try to create entity one more time
We can create this entity indefinetely.
Possible way to solve this:
Set default value for project_id in DB.
