Distribution pie charts colors need to be re-arranged

Bug Description

Since the shades of blue used in distribution pie charts are arranged from dark to light, it is difficult to distinguish between the different shades in a chart (see attachment). The colors should be arranged differently (light and dark shades should be next to each other).

The screenshot above was taken from Tuskar-UI, since Horizon does not currently use any distribution pie charts. To reproduce this in Horizon (without having Tuskar-UI installed), you can convert one of the usage pie charts (e.g. on the usage overview page) to a distribution pie chart. An example implementation of a distribution pie chart can be found here: https://github.com/openstack/horizon/blob/master/horizon/static/horizon/js/horizon.d3piechart.js#L13.
