Ubuntu BVT fails with "Timeout of provisioning is exceeded"

Ubuntu BVT is failing intermittently with this error in the Astute log.

According to the logs from snapshot, Ubuntu provisioning failed with the followinng error:

2014-10-23T00:39:29.299442+00:00 notice: Unable to locate package ntp-dev

Because there's no such package in the repo. We've reverted the patch that was adding "ntp-dev" already:

So this problem should be fixed now. Also marking this as duplicate of 1384628
