Bug Description
Steps to reproduce:
1. Set volume to 50%
2. Reboot
3. Volume slider shows the correct value but in reality the volume has reset to 100%
Tested on freya-beta1.

This also happens to applications, so if you set a volume per application it will also reset after reboot. I believe they are both related
