In Create Network workflow, "Next" / "Create" button loses state

Bug Description

When following the Create Network workflow, if subnet is disabled (unticked) and then the user clicks back (to the Network Tab, from the Subnet tab), and then Next again, subnet is still unticked but the Create button shows "Next" instead. When clicked this goes to the invisible and irrelevant Subnet Detail tab.

    Next/Create button loses state in create network

    Ensure that if the Next button should be Create button due to a tab in workflow
    being removed, it stays as the Create button even after going back through the
    workflow.
