Install and configure controller node in OpenStack Installation Guide for Ubuntu 14.04 (LTS) - juno

When upgrading from IceHouse to Juno, the following command seems to be required:

---
neutron-db-manage --config-file /etc/neutron/neutron.conf --config-file /etc/neutron/plugins/ml2/ml2_conf.ini stamp icehouse
---

Before:

----
su -s /bin/sh -c "neutron-db-manage --config-file /etc/neutron/neutron.conf \
  --config-file /etc/neutron/plugins/ml2/ml2_conf.ini upgrade juno" neutron
----

I think that it worth putting a note at the docs... Unless it is some kind of packaging bug, because I'm still using "ppa:ubuntu-cloud-archive/juno-staging" to install Juno on Trusty.

The installation guide does not handle upgrades. Please see the upgrade section of the operations guide. We will add a section for Icehouse to Juno soon.
