Bug Description

Testing step:
1:git clone https://github.com/openstack-dev/devstack.git
2:cd devstack && ./stack.sh
3:source /opt/stack/horizon/.venv/bin/activate
4:export INTEGRATION_TESTS=1
5:nosetests openstack_dashboard.test.integration_tests.tests.test_user_settings
6:nosetests openstack_dashboard.test.integration_tests.tests.test_user_settings

Testing result:
Invalid user name or password in the login page
