Bug Description
Steps to reproduce:
1. Open System Settings > Time and Date
2. Set the Time Zone to e.g. Budapest
3. Create an alarm
4. Open System Settings > Time and Date
5. Set the Time Zone to e.g. London
6. Create an alarm, but this time watch as you change the minute on the time selector
Expected result:
The minute alone changes
Actual result:
The hour jumps around in 4 hour increments
