Steps to rerpoduce:
1. Deploy cluster on 3 controllers in HA and 97 compute+cinder with Neutron GRE.
2. Execute rally and tempest tests.
3. Login to horizon.
4. open project/networks/
Error: Network list can not be retrieved.

On active controller the command 'neutron net-list' return Bad Request (HTTP 400)
can't attach a snapshot because size of /var/log on Fuel is 25G
