[update] ‘Retry update’ runs rollback instead of trying to update an environment again

Bug Description

If you press button ‘Retry update’ on UI after failed environment update, rollback (update to current version) is performed.

Steps to reproduce:

Install Fuel 5.0.1. Deploy environment.
Upgrade Fuel to 5.1 and run environment update to 5.0.2
First try to update fails (due to https://bugs.launchpad.net/fuel/+bug/1322577 in my case, and I fixed it manually as described here: https://bugs.launchpad.net/fuel/+bug/1382531 ). Try to update environment one more time and click ‘Retry update’ button on UI

Expected behavior:

cluster is updated (may fail, does not matter) to 5.0.2 version

Actual:

cluster is successfully updated to 5.0.1 (current) version
