Gtk.ToolButton has "hover" border after pressed

Bug Description
Gtk.ToolButton items after clicked they have a border around them.
If cursor is not over the ToolButton when click is released toolbutton is not getting any border.
This does not happen on other themes so I assume it is theme's bug.
Reproduce:
You can try any program with Gtk.Toolbar and Gtk.ToolButton.
You can also try the simple example I provided by compile it and running it:
valac --pkg gtk+-3.0 main.vala -o bin && ./bin
