Typo when desktop effects could not be enabled

Bug Description

On a machine with an ATI graphics card. Select System -> Preferences -> Desktop Effects. Click "Enable Desktop Effects" and the error message displayed says: "Desktop Effects could not be be enabled". Obviously only one 'be' is needed.

The same problem after update on 8.10 with device:
