Bug Description
Fresh install of tip 1.7. After creating the user, but before logging in, I go to the login page and I see:
Boot image import process not started.
Nodes will not be able to provision without boot images. Visit the boot images page to start the import.
We shouldn't show that to people that are not logged in.

This comes from the new UI design, which will not be going into 1.7. I think this is targeted incorrectly.
I smaller fix can go into 1.7 if needed.
