Bug Description

A number of exception classes are defined in gbp/neutron/services/grouppolicy/common/exceptions.py. Some of these are base classes inherited by other more specific exception classes. Make sure these base classes are actually needed, and if so, that their names and doc strings clearly define their intended usage.
