reset launcher does not reset the launcher back to the default state

Bug Description

Steps to reproduce:
1. Make some changes to the launcher - pin/unpin apps, move them around
2. open ubuntu-system settings, scroll to the bottom and select "Reset phone"
3. Select reset launcher
4. A popup will appear asking you to confirm, select "Reset Launcher" again
5. Hold the power button until the power menu comes up and select the option to restart the phone

After the phone reboots, the launcher should be set back to the original state, but it preserves the changed launcher settings

I do believe the unity api USS uses has been deprecated and will be fixed by bug 1376707 — do correct me if I'm wrong. :)

Duping this to the existing bug since that will both fix this to use the new api and reset without a reboot
