The actual problem in the supplied log file is this:

  Install devscripts-el for emacs24
  install/devscripts-el: Handling emacs24, logged in /tmp/elc_839UV3.log
ERROR: install script from devscripts-el package failed
dpkg: error processing package emacs24 (--configure):

Someone needs to post the contents of /tmp/elc_839UV3.log.

I'm going to guess that this is bug#1369333.

In any case, it's a problem with devscripts-el rather than with Emacs.
(Well, it's a long-standing bug in the packaging of Emacs on Debian/Ubuntu that problems
byte-compiling installed add-on Emacs lisp packages causes the installation of Emacs
itself to abort, and frequently end up getting reported as Emacs bugs rather against the correct package.)
