Can't create new folder in "List" view

Bug Description

If i click right button in list view of nautilus, i don't see "create folder" menuitem. And for creating new folder i must change view to "grid", create folder, and then change view back to list.

I can create folder in list view only if in folder few files, and lower part of window is free from files, then my right click of mouse will be recognized as click_on_free_space, but in windows with many files, if i click anywere in windows, i click on file.

It's available from the menu or thru keyboard (shift+ctrl+n), that's the best you're probably going to get..

This is especially relevant now that Ubuntu 17.10 is shipping gnome instead of unity, and so there is no file menu any more.

Actually, in 17.10 it looks like there is a New Folder option from the right-most dropdown menu, it's just not obvious because there's only an icon for it.
