Bug Description

Contrail-services were in "initializing" state for a quite long time after provisioning completed, causing xmpp/BGP connection issue in sanity causes test case pre-test validation failed.
 Once all the services come to active state, computes will subscribe to control nodes and xmpp connection is established and sanity runs fine.
