Name vs ID bug in doc of get_attr

The schema doc says it takes the ID of a resource --- but that is not true. It needs to be given the resource's name, NOT its ID.

From the description, I cannot understand whether it is referring to the HARestarter resource specifically, or in general the 'get_attr' function.

The template guide defines "resource id" to be what I was calling the resource name.

I would like the template guide to switch to <resource name>, so a change can be submitted for this which assumes the <resource name> change will happen

    Fix the get_attr docs in the hot_spec

    The current description is "resource ID" and this should read
    "resource name".
