Bug Description
I would prefer not to use the "root" user to create all the openstack databases. I would prefer to create a new user account for this work.
However, the super_user is hard coded to "root" in the openstack-common database library.
The password is an attribute, I believe that the super_user name should also be an attribute.

This seems extremely reasonable. We should try to get this out before the stable/juno cut.
