Clean up and move the related config docco to the OS Manuals Config Guide

The information contained by the Configuration section of the Developer Guide of Ceilometer and the Telemetry chapter of the Configuration Reference in the Openstack Manuals is mostly redundant and both of them is partially out of sync. The documentation that cointains the information regarding to the configuration options contained by ceilometer.conf should be synchronized with the actual code base and the information should be moved to OpenStack Manuals and a link should be added as a reference in the Develeoper Guide. This change will remove the double effort on keeping the documentation synchronized.

    Remove duplicated config doc

    Remove the list of config options from configuration.rst and add
    reference to the OS Manuals Configuration Reference, which is the proper
    place for this information. With this change the duplication of docco
    is also removed.
