Numa related exception didn't process by v2.1 api

But it isn't processed by v2.1 api.

    Catch NUMA related exceptions for create server v2.1 API

    The exceptions are raised by nova down-layer should be caught by REST
    API layer explicitly. The NUMA related exceptions were caught by V2
    API, but weren't caught by V2.1 yet. This patch ports the changes and
    unittest into this V2.1 API.
