Can't click on windows on external monitor

Bug Description

I have a dual monitor setup (external monitor, set to primary screen, hooked to a laptop). Randomly, I am unable to click on windows on the top right portion of the external screen, i.e. everything in the chrome part of the windows is unresponsive (window controls, dragging, buttons in the browser toolbar etc.). The unresponsive area is roughly a 10x3 cm rectangle in my 17" monitor. If I set my laptop monitor as primary, everything works fine.

Next time it occurs, could you run "notify-send "a" -u critical" a couple of times, which will spawn notifications that have to be dismissed manually, and check if the blocked area roughly corresponds to the area in which notifications appear?

Tom, it's exactly how you supposed. The unresponsive area almost perfectly corresponds to the notification box.

And - maybe it goes without saying - killing and restarting gala solves the issue.

I seem to be narrowing down the issue. Looks like the culprit are the printer's notifications (HP in my case). After a notification has popped in, the correspondent area of the screen is unclickabale.
I'm not so sure this is the only case in which the problem arises, but I've managed to reproduce the bug this way.
