[juno] cinder-volume is broken on ubuntu

Deploy simple env: Ubuntu, nova, cinder. Add controller+cinder and compute+cinder.
Deploy is successfull, but cinder check fails and it's impossible to create any volume (volume gets error state).

The problem is in /etc/sudoers.d/cinder_sudoers:

The line "cinder ALL = (root) NOPASSWD: /usr/bin/cinder-rootwrap /etc/cinder/rootwrap.conf" should be changed to
"cinder ALL = (root) NOPASSWD: /usr/bin/cinder-rootwrap /etc/cinder/rootwrap.conf *"

This problem should be fixed in debian package.
