Panicky log warning that is irrelevant

Bug Description

When I enlist a node I see a load of these:

Oct 10 08:48:04 maas maas.region.events: [WARNING] Event 'NODE_TFTP_REQUEST: ifcpu64.c32' sent for non-existent node with MAC address 'ec:a8:6b:fe:15:89'.

This is not necessary, it's entirely normal for enlisting nodes.

These events are interesting. I suggest changing the log level from warning to info here.

I suggest removing them unless DEBUG is on, if you're desperate to see them. They really clog up the log.
