config: disallow blacklist characters in name of objects

Bug Description
Certain characters are not allowed to be present in name of objects in contrail config representation. Some (which are html/xml special characters) will be supported in future. There currently is no roadmap to support ':' in names as it is used to delimit fully-qualified name.
