define a default notification action [$25]

In order for Gala notifications to be able to spawn a new Noise window (when music is playing in the background while the window is closed), Noise needs to define a default notification action that brings up the window (and I guess ideally focuses the current playing track).

Relevant API stuff: http://valadoc.org/#!api=libnotify/Notify.Notification.add_action name of the action has to be "default", label doesn't really matter for our server as it's not shown, but should generally be descriptive for the action and translated, so we support all other servers as well.
