There are no links to create sprints from a project's blueprints

Bug Description

In my opinion, each project should be able to set their own meeting agenda (how could you have it any other way?). I don't see a way to do this. When I click on "Propose specification for meeting agenda" I don't see how to create the meeting agendas for a non-Ubuntu project. My project is https://launchpad.net/chms

The UI is rather hard to find unless you already know where it is, partly because (as I understand it) meeting agendas aren't actually tied to projects. Try registering the meeting at https://launchpad.net/sprints/+new and then attaching specifications to it?
