Wiki: Link login page to dev list webpage

It would be very convenient if the wiki login page (http://wiki.inkscape.org/wiki/index.php?title=Special:UserLogin) linked the text "email the developer list" to the devel list section of the mailing list page (http://inkscape.org/en/community/mailing-lists/#inkscape-devel). (An anchor for #inkscape-devel may need to be added)

This change would make it easier for people to request a wiki account.
