Bug Description

In case of collecting anonymous statistics we should have unique and random identifier for master node.
On deploying or after upgrade of the master node, this identifier should be generated at once and stored into readonly file /etc/fuel/anonymous_id.
If file /etc/fuel/anonymous_id is already exists - nothing to be generated.

This anonymous_id is required for group anonymous statistics by master node installation (https://review.openstack.org/#/c/120136/).
