Backporting bugs to maintenance releases only makes sense for High and Critical bugs, this one is Low priority.

And why is it stuck since 10/15?

This fix if important for one of the customers so we should release 5.1 fix once it got merged into stable/icehouse

Upstream is not going to merge the fix to stable/juno, as this requires an API change

Verify at MOS 7.0
Steps:

1. Set osapi_compute_unique_server_name_scope=project in /etc/nova/nova.conf
2. Boot one VM with Test1 name
3. Boot second VM with Test1 name and catch 409 ERROR:
root@node-5:~# nova boot --image TestVM --flavor m1.small --nic net-id=a40ce1f2-9432-41db-b5cb-16be1d693605 Test1
ERROR (Conflict): Instance test1 already exists. (HTTP 409) (Request-ID: req-47f1e6e8-9dcb-4f94-8ef8-909ad1129c96)
