Upgrade request to stable version 7.40

There are several improvements and bugfixes to libvips in version 7.40:

An upgrade to LTS packages would be great.
Bug first identified on Ubuntu 14.04.1 LTS and libvips-tools 7.38.5-2 and libvips37 7.38.5-2

Hello, I wish to add that this problem might affect more persons.

We use npm sharp module: (https://www.npmjs.com/package/sharp) which requires this newer version of VIPS.

We also uses Codeship for continuous integration. Codeship is "stuck" with 7.38 currently so we can't deploy our new feature this way.

This also means that anyone who uses Codeship might face this problem.
