Bug Description
OBS rebuilds all apckages that are depend on some updated package (i.g. libssl), but doesn't increase version number of these dependencies. So, we can not distinguish package with a fix from package without it (just by checksum, but not on yum/apt level).

Upgraded to Critical:
1) publishing packages with different contents and checksum and the same version number makes package based maintenance of deployed nodes essentially impossible.
2) we can't significantly reduce footprint of our upgrade tarball until we stop unnecessarily rebuilding packages.
