Glance creating snapshot stuck in "saving" state

Fuel 5.1, HA, ceph as the storage backend.

I can create snapshots of the TestVM just fine, but when I attempt to create a snapshot of a larger (60GB) VM, the image will be stuck in the saving state.

I successfully created a snapshot from a flavour with 60Gb disk and then launch instance from it. Repeated several times without errors.

Cluster configuration:
    - Nodes: each with 2xCPU, 2Gb RAM, 100Gb HDD.
    - Cluster: 3x controller nodes, 1x compute node, 3x ceph nodes;
    - Settings: nova-network/flat-dhcp, ceph for volumes, ceph for images.

Please provide the same information of the cluster configuration in case if the issue is reproduced again.
