Disable Abandon/Adopt features by default

There are a large number of open bugs relating to the abandon & adopt features of Heat. There has been very little work done on these over the last 6 months they have been in Heat as a feature "preview". We need to add config options to enable them, and have them disabled by default, to avoid creating even more confusion and possibly locking us in to a broken implementation.
