add juju option --keep-broken for bootstrap

Bug Description
Juju 1.20.8 is released and we are now using it for all Landscape cloud deploys. Juju version 1.20.8 added the ability to prevent the bootstrap node from being destroyed/cleaned up on timeout or bootstrap error. Landscape cloud installer needs this so we can debug a failed bootstrap if it times out or fails to come up. Otherwise we hit bootstrap issues like the following and we cannot get further details:

probably want to decorate that cmdline option with RELEASE_BLOCKER as we should pull it for the released product
