Bug Description

Here's my problem:
Sometimes the download speed is something impossible like 3000 PB/s (3 thousand petabytes a second). And it kind of annoys me because I don't how long the download's actually going to take.
I'm in Ubuntu 14.04.1 LTS
I'm using apt version 1.0.1ubuntu2.4.1
I'm sorry if the details aren't detailed enough. Just let me know

I've seen this inside an Ubuntu 18.04 lxd container with a poor internet connection as well. apt is version 1.6.11.
