l23network can't create ovs-bond without definition any properties

l23network can't create ovs-bond without definition any properties

for such bond configuration:

  - action: add-bond
    bridge: br-bond0
    interfaces:
    - eth2
    - eth3
    name: bond0

we got following errors:
