I'm using Redhat Icehouse Openststack (heat 0.2.9) with a Centos65 image.
It seems like heat-engine trying to parse ceilometer cpu_alarm_high/low as a cloudwatch alarm. Using each feature alone - autoscaling with ceilometer and restart with cloudwatch, workes fine.

I'm marking this as 'invalid' so that (hopefully) people won't bother to check this bug, because asalkeld has filed a bug that sounds like the root cause of this one: https:/ /bugs.launchpad .net/heat/ +bug/1375111
