Create a highly available scaling group fails with key error

Bug Description

when trying to deploy a highly available scaling group with watch cloud alam as a HARestarter trigger and Ceilometer alam as a scaling trigger a "KeyError: 'Statistic'" error occours on watchrule.py .

I'm using Redhat Icehouse Openststack (heat 0.2.9) with a Centos65 image.

It seems like heat-engine trying to parse ceilometer cpu_alarm_high/low as a cloudwatch alarm. Using each feature alone - autoscaling with ceilometer and restart with cloudwatch, workes fine.
