Bug Description
The privilege manager code calls the CLI to access information from the privilege manager tables. The interface used starts up secondary arkcmp's to perform the operation. These requests should be using the embedded compiler.

This project has been put on hold until problems with switching context's for DDL operations which include privmgr calls have been resolved. If these problems are ever resolved, then we can address create a new case for resolution.
