wrong grub-menu

Bug Description
By setup ubuntu the grub menu was always wrong.
I tested different ways, but always was the wrong
number of the 2 hard-disks in the menu.
So I changed it manual.
Today I updated the system. After reboot, ubuntu
doesn't start. By updating the system changed the
number of the hard-disk in the grub-menu.
This is very critical. If the user is not a little specialist
he can't start the system!

I believe you're describing bug #21412, which has been fixed for hardy.
As a workaround for Ubuntu 7.04, you should make your changes to the boot device using the 'groot' line in menu.lst.
