Stuck in "power controller problem"

Bug Description
For reasons that don't matter now, the IPMI passwords were lost/reset. That means nodes in MAAS were in the state "Power controller problem".
There is no way to fix this at the IPMI level in this case. What I would do with MAAS 1.6 is just recommission, and power the node up manually via its virtual console.
With MAAS 1.7, that doesn't work. The "Power controller problem" is "sticky". I can't get rid of it. I can't mark the node as fixed, nor broken, nor ask it to be commissioned.
I removed the power configuration from the node even. But it's still stuck at "Power controller problem". I think at least with the power configuration removed (it's flagged as "No power type" now), the "PCP" problem should be gone, because there IS NO power controller anymore :)

Yeah, adding this "Power controller problem" state was nonsensical. I've reverting that change.
